Starship ability

What does starship quality (shipyard, medical center, etc.) do? Does it help attack, defense, hitpoints, or what?

I believe it helps all of them.

I think it boosts the attack and defense of all ships built at that planet. Not HP.

I agree with Matthew. Pick your best production planets and build the ship quality improvements on these planets. Have this planets build your best ships.
