Is there any info about modding/creating new .event files?

Hi all, I'm wondering if anyone knows of a site that has info on the data stored in the .event files? I've got a few ideas for a few new random events, but I haven't been able to decipher what, in fact, some of the values do. Thanks in advance for any help.
