GalCiv Writer Installation help

I downloaded the version off of the Diplomats site, and tried to install it on my laptop. I tried twice, but both times an error came and said that the file "MSCOREE.DLL" could not be found.

I have searched the laptop and another computer for the file, and cannot find it.

Both computers I searched use Windows ME.

I'm excited about modding but can't until I fix this. Please help!

Make a search on the Microsoft site for .NET Framework 1.1
You should find a downloadable file install it. That should enable you to use it

It said that I didn't have the right upgrade or something, or I didn't have the right system.
