Can Set Files Be Modded?

I wanted to add a few more choices for set up governments. How would I do this?

What file are the set up governments in, and what file if differant are the bonuses for these government types in?

CorePolParties.PARTY

If you read the file, you'll see the parties that were removed are commented out with // at the beginning of each line, which would be "Industrialists" and "Universalists."

Anyway, that should give you the format. I suspect new files would need to be *.PARTY
