Economic Boom Exploded My Economy

One minute I am cranking out dozens of Dreadnaughts and crushing my enemies the next thing I know the economic boom ends and I am barely getting by. Must sell of surplus ships and shrink government spending to 10%, then a recession hits and there is nothing I can do short of sell destroying facilities and ships. Even the survivng AI's can't afford to buy anything. It's like Enron in space.

Yep, although I haven't had the experience of a recession right after the boom. In any case, if an econ boom goes, push production use to 100%, lower taxes (especially if you have econ facilities throughout your empire), and if you have military ships, attack!

(...cuz you never know when the boom ends...)

It is a interesting balance, with production at 100% I could not lower taxes without going negative and if I raised taxes too high I went negative. I think I should have had more trade and far fewer military ships. Still won the game, but I had to settle for an alliance with remaining AI because it would have taken forever to recover my economy to the point where I could defeat him militarily or culturaly.
