BUG/loophole: Cheesy way to get AI's to make peace with each other

Scenario: I was trying for a alliance victory. I had 4 of the empires "Close" with me and one "Friendly". While I was waiting for the last race to get "Close" (at which point I was gonna give everyone alliances at the same time for a blitzkrieg-style win), the Drengin decided to goto war with 3 of the other civs.
When I finally got the last race (Altarians I think) to Close status, I was ready. But I figured I needed to end their wars so I would not get dragged into war via alliance before the victory condition kicked in.
So I went to the Drengin (them being the ones that were warmongering and declaring war) and asked them to make peace with the other empires. No matter what I offered (all my tech/planets/cash/ships/trade goods...my whole damn empire), they would refuse to make peace with any of the others.
So I gave that up and instead went to the other empires that were being attacked by the Drengin. I asked them to make peace with the Drengin and offered some Aphrodesiac as compensation. Each of them agreed of course since they were getting their butts kicked. During this negotiation, the Altarians slipped down to Friendly again. It took another 20 turns to get them back to Close, during which time the Drengins abided by the peace treaties the other empires made with them.
So the AI loophole is that you can goto the empires that do not want the war and tell them to make peace and they will, causing the warmongering race to abide by the peace treaty for quite some time. This smells like cheese to me since you only need one of the 2 empires to agree to peace. Makes it easy to maintain peace in the galaxy between the AI players as long as you want.
