WInAmp is the easiest meathod. Make your MP3 list, go
LIST OPTIONS > SAVE LIST
Save the file in your galciv/playlist/listname.m3u
You can load the file by activating the MP3 player in the Options menu of GalCiv and pressing the Load Playlist button.

In my favorite media player "Media Jukebox" I do the following

Click "File"
Click "Export Playlist"
Then choose M3U format and drop it in my C: root directory.

As for making playlist in your favorite player select a few track and right click on them. You will usually get the option to make create a playlist.

Then as BoogieBac says, after GalCiv is running click on "Menu" "Options" then sellect playlist.

Personally I have other game music, jazz, Led Zepplin, Bach Cantatas, etc playlist.
