Cloaking, how does it work?

I'm wondering what cloaking does to your ships. I understand that rangers and more advanced ships are all equipped with cloaking so that 'they cannot be tracked beyond visual or sensor range'.
But any ship that leaves my sensor range cannot be tracked anyway so what does cloaking add to this?

Can anyone shed some light on this for me?
