AI stops all activity?

I have noticed during the altarian campaign that both the atarians and the enemy will stop building ships or pretty much anything else once I have built up some military might and turned the table.

The odd thing is, in the last game the korx and the drath were still pretty strong, if they had continued to hammer at me they would have pushed me back. But both stopped making ships and just sat back while it took me literally 100 turns to build enough transports and culture bombs to take their huge 50billion people planets. They were ahead of me in tech the entire time ..

Is this a bug? Why else would the AI completely stop building ships to defend it's planets etc ..

could be from lack of money, Low moral, not enough population or any combo there in ..

Hmm, well the AI is at genius level, and had at least 6 26+ quality planets. The moral was all 100.

I am pretty sure they had the capability to produce, however they just sat there, doing nothing.

Never seen that in any of my games very odd.. A stupid question for you have the latest patches?

You can get something similar happening when your enemy discovers Excalibur tech - all their planets start building enormous ships very slowly and you have a dozen turns of safety.
