Taxation based on planets and not population?

Hi,
I've been mucking around lately with weirder strats.
The scenario:
1. Find a quadrant with many planets of 14+ and above in quality (I found one with about 10).
2. Colonies them all and stay in that quadrant. Don't expand. IE have only 1 quadrant.
3. Starbases, starbases and starbases
I've found out that with starbases you can basically make those 10 bases EXTREMELY powerful churning out dreadnaugths in 1 turn, building wonders in 4 turns or less etc etc
I was making trade goods and selling them to all civs (inc minor ones) for 50 bucks for 20+ turns each making me insanely rich..... muhahaha but later I hit a brick.
With even 20+ to 40+ billion people on each planet and morale of about 90+ on each I cant get taxes out of them!!! OMG am I bankrupt???? I can't get more than 700 megabucks!!! But i need about 800+ to just maintain!!!
I never had such a problem when I was playing normally with many planets. So I suspect that taxation is based only on planet quality and not population. In this game, population is treated differently. It's probably used as a morale affecting thingie and also as a device to cause tension in your empire for expansion. But it's probably not used for tax calculation, or maybe is just a VERY minor part of tax calculation.
So anyone else faced the same thing?
Needless to say, I lost that game when I declared war on the evil empires and lost all my trade routes, making me VERY VERY poor..... dang!!!
