Research production via Manufacturing Center - undocumented ability or bug?

In my current game I have four identical class 26 planets spread over three sectors. The Technological Capital improvement became available, and I took a look at each of them to decide which one ought to get it. Each planet had 30% research bonus on the details tab. To my surprise, the two planets with improved planetary production (+215% and +245% on planetary details) were actually producing about three times as much research as the other two which had no bonuses to planetary production.

Experimentation revealed that planetary structures and starbase modules which add to planetary production (listed variously as production, manufacturing, or planetary and social production.. depends where you look) add a similar amount to research capacity as well. Improvements which add to research do not increase planetary production however.

??? Is it supposed to work like this ???

Okay, I just encountered three definite bugs while trying to describe the first situation. I hurried the Research Center improvement with cash and then hit the details button to see what my current research bonus was for the planet. Completed planetary improvements give their effects immediately, even though you don't get the message about their completion until the next turn... usually. However when I went to planetary details the governor, sensing a completed project, placed a Harmony Generator in the queue. The Research Center is no longer available for selection as a build, it did not appear in the next turn's build summary, it is not listed on the details tab. When I replicated the bug it became apparent that maintenance is still being paid, the project just cannot be scrapped and the planetary bonuses don't reconcile with the improvements.

I destroyed starbases in a sector (80% and 10% planetary production bonus) by pressing the disband button under ship directives on the ship details panel and also on the ship details area on the main screen. The planets did not reflect this on the details tab, nor in their capacity to turn money into production. Three turns later (mar -> jun), the planets finally caught on.

Another glitch: after turning off the Follow Alien Ships option I loaded a saved game turn from when it was enabled, and that option was turned on even though the Options panel reported that it was off.
