What are smart exceptions (smartex.exe) and should it be enabled at startup?

Smart exception is a program that responds when GalCiv crashes. It captures important data from the game in a log and sends it to Stardock if you push the button to submit it. It helps Stardock determine where bugs are in the program. Yes, it should be run before playing.
