Chaotic Good? Doesn't look like that, to me...

This came as a bit of a surprise to me, though I kind of like the way it happened.
I was playing with the computer players all set to Normal intelligence. Drengin were pure evil, Tor were chaotic good.
For much of the beginning part of the game, I was the top civilization economy- and research-wise, but the Drengin (evil) had the biggest military, and were successfully threatening everyone for money, including me. After a while, I got tired of it and started building up my military, eventually surpassing theirs, at which point I declared war and completely destroyed their fleet, while conquering a few of their planets. Then they sued for peace and I accepted, but from then on, it was obvious that the Drengin were a shadow of their former selves.
So, the war was over, and I had a huge fleet of battleships. They were a big credit drain, so I traded them away with the other non-evil races, the Arceans, the Altarians and the Tor. I didn't notice it at the time, but most of my ships went to the Tor - more than 10, which in a smallish universe was a lot. By the way, I was allied to the Altarians and the Tor at the time.
Shortly after, the Tor begin threatening the other races for money, especially the minor races, and declaring war against those which refused! I couldn't believe it - they were doing it with MY ships, and they were also dragging ME along, unless I cancelled the alliance, which I did only half a dozen of declarations of war later - I thought the first couple of ones were isolated cases, but when I had every minor race as an enemy, I thought again...
Is this a normal behavior for a Chaotic Good race? I'm not complaining, I'm just curious.
