Feeling frisky? Minor updates

If you already have 1.02 and want to try out the latest, untested, builds off our machines, here's where you can get them:

http://www.stardock.com/temp/galciv/galciv.zip

Just unzip into your GalCiv directory. The changes here have to do with the AI being somewhat more intelligent, better at diplomacy, and more careful about going to war. Use at your own risk, we haven't really tried these updates out, shouldn't cause instability or anything though.

I would definitely say that any deal that involved payment over time SHOULD most definitely be canceled as soon as the deal is broken.

If the Altarians pay me 300 a month for 20 months to be at war with the Torians, and 2 months later I make peace with the Torians...then the payments should stop...period.

If I conquer the Torians in 10 months...the payments should stop...period (why would they continue to pay for something that is now moot)

If they enter an agreement they should stick to it. Since the agreement doesn't include any length of time for you to be at war you are free to end it when you choose, just like they are in case you make a deal with them. Would be better if their expectations are that you will be at war for X amount of months and you break the deal before that relations drop.

If that occurs, your relations with them should take a big hit.
