Recession Bug?

Ok, I was playing along on a medium galaxy and was doing ok. All of a sudden I got the recession event. No biggie, I tought, it will go away in a while. I never got the screen where it went away. Ever. I played for a few more hours and went through two economic booms which lasted a few turns then I got the screen that says everything is back to normal. But it wasn't since my original recession had never ended.
Then I got a second recession event which had my once powerful economy at an absolute halt. I couldn't afford to build anything. I tried to raise taxes but the sliders were screwed up. As I raised the slider up to 38% it was raising the amount of cash collected accordingly until I went past 38% where it promptly started going back down, until the more I raised taxes the more money I LOST. Strange. It was a slowly building problem that totaly crippled my ability to play because the double never-ending recession completely trashed my economy. I can only assume that it was some kind of bug because the other empires were making money hand over fist.
