trade goods not working?

alright i just played a game in which i built frictionless clothing. No change in morale was made on the planet (earth) i built it on or any of my other planets. Later i built harmony crystals and same deal, no change in morale. I even waited a turn to try and let them "kick in" but they never did. Are these trade goods just useless to build or am i missing something here?

Civilization morale bonuses have very little effect unless the planet in question already has local morale bonuses. The racial bonus seems to be a multiplier rather than an addition to existing effects.
