Scenarios / Custom rules not working in AP help please

I tried several AP Scenarios/ custom rules by using the "load custom rules" and nothing changed. For example, using Attrition, i get NO starting techs and I can still research. Also, "Dark Earth" doesn't lower ship building costs for me. (ie colony ship still costs the same as soil enhancement.) I'm using 1.20 (I just updated.)

I maybe wrong but 1.20 is the standard Galciv and AP it at least 1.50

errr its 1.52.010....my mistake but the problem is still real

I found and fixed it.  We'll be putting up a fix soon.
