How you determine who own the sector ?

The color of the sector tells you which race has the strongest influence. When you are in a sector the multi-coloured box in the top right corner gives you more details.

You don't actually 'own' a sector. You just influence it. So you do not, for example, have the right to demand other ships leave or have a border.
