Few things:
- adjust your spending rate (in F4 screen) in order to keep a monthly excess
- avoid rushbuying. It is really costly
- keep a high morale on all of your planets: happy people pay taxes
- avoid building social improvements with a maintenance cost more than 3

Good points from Peace Phoenix. Here are some more
- at the beginning increas the tax rate as high as you can with 100% morale (i.e. approval), decrease the rate when morale gets below 100%
- yes, don't buy anything, build it whenever possible. e.g. start 100% spending by 100% military until you got all the colony ships you need
- after that build the improvements without maintenance first (Soil, Habitat, Banking)
- do not build manufacturing improvements esp. Fusion Power Plant on all planets. Only on the best planets where you want to build wonders, trade goods ...
- don't settle planets unless you can reach a PQ of 15 or higher very fast (use e.g. 100% spending by 100% sozial until you get Soil Enhancement)
- don't research everything by yourself, use diplomacy to exchange with the AI races, before Maso you can even get money for your techs, e.g. you have tech A and trade tech B for it and sell A and B to another AI etc.
- change the government to Democracy quickly

Good points from both PP and W2000.

One key thing to remember and I am repeating it from both posters is becareful what social improvements you are building. Anything that has a maintenance cost over 3 needs to be considered carefully. The only things that I would normally build that has a maintenance cost over 3 would be moralle boosters but only if the morale was heading south.

You have to try to keep the populations morale over 55 otherwise you start to lose your tax base. Actually if you can keep it close or at 100% you will have the benifits of a good tax base and an increasing population which means more taxes.

When you take over planets from the AI check the information screen for active social projects and cancel the projects that have a maintenance over 3 unless you need them.

And another thing, I only build ship maintenance and planetary defence buildings on a very few planets and even then I cancel them when they are no longer needed. This helps to save money.

If you are strapped for cash and are ahead in tech you can trade your tech for cash to the AI. This has two good effects (1) you get cash and (2) you reduce the AI cash and you can even cause the AI to go negative which means that they can't build new things.

Hope this helps.
