Partial ship moves bugged?

When I have one of my ships targeted and it has movement points left, sometimes it wont let me click on another ship (especially an enemy ship) to see what it is. It forces me to use the rest of the ships movement points. This makes it hard to react sometimes to the AI,I usually check out the stats of enemy warships if I come across them patrolling around. Live to fight another day I say!
