Why No User Created Campaigns?

Hi there, I'm confused as to why, apart from the now two official campaigns, no player fan base campaigns have been created, is it too difficult to create them or am I simply looking in the wrong place for them?
Any help appreciated.

Actually, I found the process for making them not very user friendly and gave-up for the time being. But there are some folks doing this, see the modding section.
