"Must Work Covertly to Oppose Them"

Howdy.
I have just received a dialog from the Yor that says our mutual friend, the Drengin are too powerful and that we must work covertly.
What am I supposed to do if I agree? If I disagree? My dialog is presently "Perhaps, but they are also our friends."
Does N-1 want goods and services? Was this just a "heads up"?
