Does Tight Clusters mean that Starting Position = Finishing Position?

Ok, so I'm working on my first game on the Intelegent setting... so I'm certainly no expert... but I've played most of my dozen games with the "Tight Clusters" setting... and it seems that basically starting position determines victory. Period.
I like the fact that tight clusters seems to make a "core" and a "frontier"... but as a somewhat extreme example... in my current game *Everybody* but me and 1 minor race was on the frontier (at least 1 sector separation from the bulk of the planets, and only the Torians were that close, and their starting postion was poor at best)... I had about 15 planets (Medium Galaxy) that were quality 15+ that *nobody* else could get to in the early going...
With the collection of quality systems I had in easy driving distance, my victory was assured barring my own incompetence... yes I know the game isn't over yet, but me and my boyz(Drengin) control half the galaxy and are 1-2 (respectively) in every category('cept Morale and Treasury)... and I'm the only dude with a fleet of Battleships...
Anyway...
For those of us who like the way a "Tight Clustered" galaxy looks, is there any chance that we could get an option that gave a more equitable distribution of the starting positions?
I guess I could restart once I realize how bad off everybody is... but by the time I find out, it's already many turns of furious action into the game... and I'm loathe to abandon all that work.... errr I mean fun.
Otherwise, is spreading it out the only way to go?
