Seeing planets before map is explored: Bug?

I am not sure if this is considered a bug, but as soon as I have had contact with a civ, if I use the population or production mini-map button I can see where ALL of their planets are located, not just in the areas I have explored.

It actually makes sense (and is something that happens in all three MoO games as well). That is, you already know where systems are. The aliens are likely to communicate where their systems are so you won't trespass. Of course, it makes it easy to plan invasions, but they know where all your systems are, too.
