Enemy stars,, fleet disposition and fog of war

As most of you know even if an enemy star has been covered by fog of war, you can still click on the star to see what ships are orbiting the planets. This makes is particularly easy to pick out weak planets and removes some potential strategic elements of the game (scouting etc).

I was thinking you could either remove the ability to see ships in the fog of war OR alter espionage and have it increase the likelyhood of identifying the ships in orbit around an opponents star. The higher the espionage level the more accurate your data is ..
