Military Production

Say i have 3 planets. Only one planet is manufacturing ships. How can i have the other 2 planets not producing military shields??

Unfortunately, every planet uses exactly same military production ratios based on the empire-wide slider settings. At worlds where you don't want to produce military ships, build constructors for building the first few "free" SBs. Trade, production, and defense starbase modules will all help your economy and ability to withstand attack.
