Do Planetary Defense Systems Work? Possible Bug?

I have built several but their effect on my ship defense ratings do not seem to be indicated either on the ship itself or on the planetary information details screen.

Do I misunderstand what they do, is it reflected without saying so in an actual battle or are they bugged?

I had interpreted Planetary Defenses as only giving bonuses against ground invasions -- but I have to admit that because of that, I've never built them, and so can't say for certain.

So I guess the first question should be : What the heck are Planetary Defenses supposed to DO?

Yeah I thought they were for ground only too- but having be for ships as well might be a good idea, assuming the AI can get it together a bit better in its attack logic and defense logic.

hmm i thought it was a modifier for the ships in orbit of that planet.
