Curtural Influence

If I build a starbase on one sector and upgrade it to give 10% curtural influence bonus, does it only affect the sector the starbase is in or it affects the whole map??

Only the sector that it is in. At the higher difficulty levels if you try to build them inside the target system's sector it WILL make them angry and you'll be ~asked~ to remove it/destroy it/give it to them.
If you're playing at a high level, simply put them in the adjacent sector... Sometimes it takes ALOT of upgrades (or even 3 or more SB's in several adjacent sectors) to make a system "flip".

If it is a cultural module, it is local to the sector.

If it is with the mining module due to a starbase on a blue ressource, it is empire wide bonus.
