Frustrated...Starbases and bonuses ?

First day playing the game...and already frustrated...

So I build 2 constructors an send'em out there...and slap in a Starbase with an Interstellar distribuitor upgrade...wich should give me +5% military and social production...however, it has no effect...what's wrong ?

I must say that the starbase is near the planet i'm monitoring...and none of the upgrades I try don't seem to affect it... :sniff!:

How much production do you have?

You have to have 20 production going for 5% to even add one shield.

ugh...thanx...these damned mathmatics are killing me...haven't realised that...gee...how stupid can I get ? :D
