In January 2186 in my current game, UPIssue ChangeGovernment02 came up. I was out-voted and forced to live with a Imperial government for 2 years. The UP tab saied that it was "-Effective through year 2188, All civ..." Then in December 2188 I discovered Star Federation, and to my surprice I was asked if I wanted to change government. After saying yes I went back and reloaded a savegame from a few turns earlier, here I also had the ability to change government, and the law was not in effect. I found a savegame from December 2187, there the law was in effect, same for Jan 2188, but in Feb 2188 the law was no longer in effect. (10 months wasted under imperial gov 
)
So the correct text should be: "-Effective through January 2188, All civ..."
I have the savegame for jan 2186 right after the law was passed, and for Jan 2188.
