Modding question.

When I add new political parties, the readme says ''the defualt party number for this party is x, please change it to your next available number'' How and where do I do this????

Use note pad to access the Party files (make the association if it is not set).

Once inside, simply find the number called "ID" and set the next available number (type it). Don't know the next number? Simply open each party file and read each ID number, write them down. Get rid of duplicates... number them 0 to whatever the last number is for the total quantity of parties available in the game.

The GC Writer program makes this easy, but could cause you problems if you aren't used to this kind of thing. See other posts in the mod section for details regarding GC Writer thing.
