Newbie Revenue Question

I know this gets asked all the time and I thought I was beginning to understand this but now I am confused again...

I have a planet loaded with banks, etc. that has produced revenue in the past. It is at 55% morale but class 12, admitedly but I am a federalist in power. Anwyay, it has 0 revenue with 400M people. I don't get it. What does it take to generate some revenue?

Planet quality matters to some
people don't like to live in a slum

below that you'll only have glum

The people all have their moods
Some are just angry young dudes
They don't like the dive
