Is the time on the main technology research screen arrived at by adding the total research outputs of all planets, which is dependant on the cash spent on it?

Something like that. Son't forget that there are free research. And they aren"t clacualted dynamically but memorized on what was spend the previous turn. This means that the ETA can be false if you generate lots of free research and dramatically change the spending ratio for research
