Cultural Victory???

Hi,
I've been culturally dominating my game for ages now, there are about 4 sectors left which I don't dominate. When does the game start with counting the 'one-year-left'?

In the Menu it'll get to 99% beside Culture... Then it should flick to 12mths. It will only count down if you're not at war with anyone apparently. Also if you're culture fluctuates during this countdown, I.E. It becomes less than 90% of sectors, then the countdown starts again I believe.
