A number of people have commented on the ability to "cheat" an election by lowering taxes just before. What about averaging morale, so that elections are based on average morale over the last 2 years?

That way you can't cheat a month before...

Any thoughts?

Sounds like a perfectly good idea to me. If not two years, then make it at least six months.
