Planet Size, Rating and Morale

I cannot find anything about this in the manual, so I thought I'd maybe bring it up here:
Clearly, if a planet is better, it can sustain a higher population without people getting unhappy.
But, does some parameter like planet size come into this? I have landed 1 billion people on a
class 16 planet and had morale start with 100, and another time it started with 30 (the latter in
a solar system where I already had two planets, and both quite happy so it wasn't a problem with
influence from other cultures spoiling morale).
I have also had two planets in the same system, with the same rating, the same improvements, and similar population show up with wildly varying morale rating.
Does anybody know how this works?
