Well, you dl the mod and unzip it into the mods/data dolder of you GalCiv; then you run GC, open the menu and activate mods; after restarting GC, the game knows that the mod is there.

For writing mods you either use a text editor (e.g notepad) or you can use the GalCiv Writer
