UP issues not done at random.

I started a map where me and another race were in the center of the map, so I decided to build transports early and found a starfighter with good range. So I took over one of their worlds and what was the first planetary issue?To halt all wars and have a seize fire.I of course lost the vote so I couldnt take over a second colony.Are the choice of UP issues effected by the current game situation?

THey're pretty random...in fact, many people have commented that they may be TOO random. Player's have started games where the first issue was a perminant ban on "Terror Stars", years before they had come into existance. We'll be putting in some exception handling for instances like this, but in your situation, it was simply luck that brought up the issue ;)

That issue was funny once in my game. We all voted yes (except the Altarians) then next turn a whole NEW set of wars with different partners started up. Square dance anyone?

Well as the game is progressing,and I dont recall a time limit on the wars,other races have been able to declare war.Was this ban only for a certain number of turns.

There is no ban on when you can declare war again. If you want to, you can redeclare war right after its voted on.

Nope.Wouldnt let me attack the colony again with my starfighter.There is no official way to declare war?

The only way you can declare war is by getting paid to attack a race, or moving one of your ships onto one of their ships or planets with ships in orbit.

Is it possible that you were trying to attack the planet with your ship while the planet was undefended?
