Influnce Points and Control of UN

I am really confused. What determines how many votes you have in the UN council (what ever they call it)? I had the most planets and only a little more votes then the other race. Later in the game they overtook me in votes without getting more planets. What determines this?

I am on the third or fourth mission on the campaign, the first one that suggests a cultural victory.

Is being evil a bad idea to get a cultural vic?

I am trying to build alot of the starbases but there are about 8 monsters that escaped from the zoo wandering around destroying my bases. Is there an easy way to kill these guys?

Not sure about the monsters. I've always had difficulties dealing with them. As for the UP, I think it's determined by cultural influence (?). I'm probably wrong.. it's probably a combination of several statistics.

It combines a number of things. I don't understand it exactly but it probably involves cultural influence. It also involves if you keep winning in the U.P. alot.
