Can seem to even get started

Is it just me or does the AI have a huge starting advantage?

Iv tried 3 tactics so far( all on beginner settings)
1. makeing alot of colonys early Result:economy goes into
the toilet and colonys revolt.

2. Sticking with 2 close colonys( i get a free colony ship )
and try to build up economy slowly result : Cultural death soon after statring to trade.

3. Trying to build up military 1st result: Morale tanks and revolutions take place.

Im a vetern of many turn based strategy game but i cant seem to get this one going in the right direction with out falling behind the tech race.

welcome to the game :-)

There are a lot of beginners tips here and in the Strategies forum (click on left side).

The most important is: don't buy anything, it's much too expensive.

Adjust your economy sliders. Increase/lower tax rate until you get 100% moral (=approval) and keep 100% moral for the first couple of turns.

Set spending to 100% and Military to 100% until you got all the colony ships you need.

I also have anothe rquestion and bout planet ratings.

The guides say to not bother with ratings under 15 as the will be a draw on you other planets rather then a bonus. In my curent game i have 3 planets with a 14 rating, can you improve thier rating 15+ with technology or do they alway stay at the starting value??

Sure you can improve them. I always colonize PQ14 and very often PQ 13 planets. I do it for two reasons. Influence and alignment.

General rule is that you can colonize all planets you can get to 15 or higher. In very seldom cases I even colonize inferior planets either because of strategic reasons (to culture flip an AI) or because it's one of the seldom very high influence planets http://www.galciv1.com/forum.asp?BID=GS&id=204546#204546 But I do that only during endgame.

But you should not do it before you can afford it (for a PQ 14 planet you pay an additional fee of 5BC per month). There is no hurry since the AI ignores them.

Regarding colonizing planets, the Soil Enhancement and Habitat Improvement are early in the tech tree. Each boost the PQ by 10% of it's original rating. Thus a planet with quality 13 can be raised to 15.6, given enough time to build them.

It's worth recognizing that the lower the PQ, the less happy your citizens are going to be, so low PQ planets need to be to the interior of your empire, rather than being on the edge where other races will take them over.

You should also be aware of the box in the upper right corner of your starmap. (The box with the colors in it. Looks something like a compass rose.) Anyway, that box will give you the influence in the displayed sector for each of the major empires. Colonizing a world in a sector that another empire has major influence is a recipe for losing the world.
