how to make alliances?

Somebody can explain me what shall i do to make alliances because when i speak to a alien race the only options are :make peace, attack or peace treaty when i fought a war.
There is anything that i didn't do?

Yes, you must both have the Alliance tech, and your relationship must be "Close" before the Alliance option will appear during negotiations.

This question has been asked at least fifteen times; scroll down and I'm sure you could have found the answer without starting another thread about it. Just something to keep in mind next time you have a question. :)
