Trading Ships

I just had some fantastic fun with a feature that is in this game but not Civ - trading units! I got attacked at a distant system and had very few ships on hand to repel the invaders. Luckily, I had a significant tech advantage over 2 other non-enemy civs in the area. I traded techs for ships and immediately bolstered my defense and saved the planet. (In fact, I bought so many ships that I ended up with a huge military advantage against the attacking civ and they signed for peace 3 turns later).

Buying ships for tech is so odd that I would almost consider it an exploit. I mean, if way behind, other civs are willing to let go of their entire fleet even when engaged in battle?!? Why would a civ trade me all their defensive ships if they are on the brink of annihilation by another civ? This is not right - tech should not be a priority for them at that point - survival first. This is a bug that I feel should be remedied (though I guess I can just not do it - still seems wrong that the AI will allow this to happen - ships should increase in their personal value structure if they are at war).

Well, it all depends on relationships. I've had an almost impossible time in my experience trading for ships with any civ that is hostile to me--friendly similar alignment civs, on the other hand seem to be much more likely to trade this. So no, I don't think this is an exploit.

Well, I found that I could buy a bunch of defenders off the Yor (IIRC) while it was in a losing death match with 2 other races. The AI could be made to value military hardware more when it is at war.

This is not critical fix though IMO as human players could always refrain from exploting this.
