Creativity / Luck race picks again

I realize there was another thread on this a couple of days ago, and I apologize for bringing this up again - but I am still a little uncertain as to what these two race picks do.
"Creativity increses [sic] the chance that you'll get a technology sooner, it's a random event type thing.
Luck works similarly." - Frogboy
Does this mean that creativity will re-arrange the tech tree? I've been under the impression that it is quite static. Have I just been way off base here? It is expressed as +25% when you pick it. 25% of what, exactly? I'd really like to know this, as I usually love tech-heavy races, but I'm never quite sure my creativity pick is "working" for me. Some posters have theorized that it also helps lower the requirements for alignment techs. Is this true?
I've tried luck several times, and I really haven't noticed anything. It's listed as +1% bonus. Does this mean +1% chance of getting a "good" random event? This seems to be the likely answer, and also why it could be hard to detect. Does it do anything else? (i.e., influence certain other die rolls, like combat, morale defection, etc.)
