Cuuldn't find propaganda button? Where did it go?

Has it moved? I had both propaganda techs built but no slider? Has it moved? Where is it's new position?

I believe this still to be true:

Select a planet and pop up the Planet management screen.
Press the Details button.
Propoganda slider should appear on that screen along with Governer selector.
