They're at whatever tech level they've researched?

There is no standard level that the Drengin's are always at. They have to research the various techs just as you do. :)

I think he probably means, what bonuses they get. I don't know the answer to that question.

Normally, they're good but not great. In my current game, I'm not keeping up with them despite the fact that I'm doing my normal research-intensive game. :notsure:

It's a game-to-game thing. Circumstances will dictate whether they decide to research or not... it's not a static setting.

In my games, Drengins always has best techonlogy, excpecially during early game.

They usually go ahead on the military tech with me but lack the social/morale ones a lot.

I have noted that during early-mid game, Drengins usually have a great military tech lead but for some reason during very early game, I always end up buying Trade and Diplomacy from them ;)
