1) Is there any way to bomb the life off a planet without invading it or obliterating the star ?

Not AFAIK. You can set up a sucker trap though, with an unguarded system somewhere... the AI proceeds to build transports and ship 1-5 billion people at a time to invade you. That reduces their population level ;)

Nope. Once you've killed the starships defending a system, the only way to hurt it further is a ground invasion.
