So Now I have Instant Communication - Now how do I make Alliances?

Once I get the "Alliances" skill I expected to see "Form Alliance" or some such option appear under the "Treaties" heading when speaking to other civs. Doesn't seem to be there. Do you have to reach some sort of high level of friendship first?

It's refreshing to have some actually GUESS the right answer when asking this question, for once. Yes, once both you and the AI in question have Alliances, your relations must be "Close" before the option will appear.

Also, you need to have researched the Alliances tech, not just Instant Communications (with is one of the prerequisites for the Alliance tech).

You think wrongly. You have to be "Close". I'm quite certain of that.
