Why can't I build Terror Stars ?

Having 10 starbases with 503% cultural influence each near the enemy sector, I was waiting for Terror Star technology to move them over to convince those aliens to join my cause. However, I've researched EVERYTHING besides the 4D stuff yet (because I suspect that I'll just win the game if I do), and there seems to be no way to build terror stars. I'm not good (no white interface), and when the UP voted on outlawing terror stars, it was voted off.

First, there are plenty of techs after the 4D research.

Second, I imagine that you may not have enough money. It costs $3k or somehting to build the terror star. It will also take 4 or 5 more contructors to turn an existing star base into a Terror Star.

Ah, good to know, I never have more then 100 or so BCs. And are you certain about the techs ? I only got two left, and they have names that really sound very final.

The final techs are Beyond Human and Final Frontier; but that doesn't necessarily mean you've researched everything (you can reach those w/o having researched the teror star techs, for instance). There is a tech called "Terror Star" that you need before you can build Terror Stars...

I'm lazy, so I just set my techs to "order by cost" and always researched the top thing until nothing but 4D philosophy and something else was left :)

4D Philosophy is a few techs from the end, and in no way connected to Terror Stars. JavaScout's site (there's a sticky thread about it at the top of this forum) has a tech tree on it that you can look at to get an idea what you have/haven't researched.

You do know that you need to send a contructor to a starbase so that you can make it into a terror star right? It will be a new military option if I remember correctly. Then, after you've upgraded a few times the final upgrade costs you the $$$.

Ok, I got 50,000bc's now, a fully upgraded starbase, and 15 stacked constructors. THERE IS NO OPTION ANYMORE AND ITS NOT A TERROR STAR =[

So what am I doing wrong ? Only remaining tech is "Final Frontier".

Has the United Planets outlawed Terror Stars in that particular game? Check the UP tab of the Foreign Policy screen to see a list of laws they've passed...
