You should be able to get the fourth alpha now. I don't know if Brad added any new people or not yet, but he did say that he was going to add new people again.
There's a new build of SmartException which generates a log file when GalCiv crashes. You can get it from this link:

When Gal Civ crashes, Smart Exception will pop up and ask you if you want to submit information. Click the button that says Smart Exception, then click Open Log Directory. This will open up an explorer window with all the logs generated by Smart Exception. E-mail the GalCiv.EXE.CRA file to [email protected] along with a description of what happened, and your autosave files. (AutoSave.sav and the AutoSave folder with all the files and subfolders within).

I still can't see GalCiv in the Drengin Game Manager.
