Stardock: Please clarify if you've got a second

Here are some specific questions that arose while working with the Events files. If someone could take a moment to answer/clarify/expound, I would greatly appreciate it.
1) In BoogieBac's tutorial, he states that Morality Weight is a value between 1 and 5. However, in some of the bonuspak events (MoNatives for instance), Morality Weight is greater than 5. Are the bonuspak events in error?
2) In BoogieBac's tutorial, under Colonization Options, he lists 8 as Defense Bonus and 9 as Research Bonus. However, the events that come with the game seem to think that 8 is Research (Sea Monkeys is an example). I can confirm that 9 is indeed Research, so the canned events are bugged. However, 8 doesn't seem to do anything. Is 8 truly Defense Bonus, and if so, is this feature implemented? Shouldn't the Defense Bonus show up under the planet's Details tab?
3) In all working events, Probability is 100. Is this feature not implemented, then?
4) In a Random event (global to the player's civilization), if you make use of the PopChange fields, are you affecting the population on every planet under that player's control? Or merely the capital planet? Or perhaps PopChange doesn't work for Random events?
5) The Value field will be randomized in-game to determine the amount applied. What is the algorithm used to determine the range of possible Values? If that's proprietary, just a ballpark explanation of the possible range would be satisfactory.
Thanks in advance!
